Energy Intensive Industries & Network Charging Compensation Scheme

The Energy Intensive Industries (Eii) scheme was launched in 2016 as a first protection against the costs of greening the grid for manufacturers with very high electrical usage.  There have been a number of similarly named schemes which operate slightly differently to each other, here we refer to the Energy Intensive Industries Exemption scheme, but we can also assist with alternative variants.

 

The Eii Exemption scheme provides relief of up to 100% on the following non-commodity costs:

  • Renewables Obligation (RO), 
  • Feed-in Tariffs (FiT), 
  • Contracts for Difference (CfD), 
  • Capacity Market (CM) charges

Initially, the discount was set at 85% of these charges but as of 2024 eligible businesses are now exempt from 100% of these charges.

 

The Network Charging Compensation Scheme (NCC) also known as the Supercharger was added to the Eii scheme to provide additional relief from the charges of maintaining the network for eligible Eii businesses.  It provides relief of up to 90% of the costs of the following non-commodities and related losses:

  • Transmission Network Use of System (TNUoS),
  • Distribution Use of System (DUoS),
  • Balancing Services Use of System (BSUoS)

 

The NCC is not an exemption scheme, it is a compensation scheme.  This means that businesses will still pay the charges initially on their electricity invoicing, and then are rebated this money a year later.  The scheme is administration-heavy with actions required monthly to ensure that the appropriate rebates are received, and director signoffs on claims but together the two can reduce your electricity costs by 55%.

Am I Eligible?

The initial test for eligibility for Eii Exemption is at Sector Level.  

To ensure that support is targeted at those most at risk, the UK Government limited eligibility to those sectors which are electricity intensive and subject to international competitive pressures, with a trade intensity of at least 4%.  A list of eligible activity NACE codes is available which must be matched to your business activity, where necessary we can look at eligibility at a product level.

You must also pass a Business Level Test for eligibility.  Your businesses Electricity Cost Impact must be higher than or equal to 20% to be eligible for Eii and NCC.  

To calculate this we use a Baseline Electricity Price which is set by the government and deflated to equivalent 2012 prices.  This is multiplied by your consumption to provide a reference cost of electricity.  This is then divided by your business’ baseline Gross Value Added (GVA) – also deflated to 2012 figures.

If you are eligible for Eii Exemption you will automatically be eligible for NCC once your certificate arrives.

If it is possible that your business qualifies for both BIC and Eii & NCC, this is the preferred scheme to apply for as whilst it has a higher administrative burden, it also provides higher benefits.  See our article comparing Eii NCC and BIC for more details.

Eii Delivery

  1. Determine Operational Boundaries: We will investigate your company structure and accounts on Companies House to consider which level of business might be eligible to apply.
  2. Kick-Off Call or Meeting: A brief call or meeting to discuss your operations; all production sites and processes, respective annual electricity consumptions and key personnel.  We will determine whether there are any eligibility concerns at the sector level and arrange site surveying where required to establish the initial evidence pack.
  3. Rolling Monthly Data Provision: Utility data will be provided via LOA where your supplier is willing to provide copy data or portal access, or by your nominated person promptly if this access is not available.
  4. Data Analysis: Our analyst will conduct a quality assessment on the data provided, confirm it is suitable, and validate the discounts have been appropriately applied by your supplier.
  5. Report Creation: We will create a report for you validating the charges and discounts received with additional information on your savings to date and any queries for your supplier.
  6. Report Issued: We will issue our report for you, following which we will invoice for our share of your received savings.
  7. Quarterly Call or Meeting: A call will be set up on a quarterly basis to check in on the service, for feedback on the reports, to reconfirm that no operations on site have changed and to discuss any other needs you have.
  8. Annual Reconfirmation: On an annual basis we will conduct a full review of your eligibility for the scheme and reconfirm your eligibility.  Either annually or at a lower frequency a reapplication to the scheme will be required, and we will handle this for you based on the evidence pack we maintain.

NCC Delivery

  1. Confirm Eii Certificate: Upon receipt of your Eii Certificate we will begin the process to obtain NCC rebates.
  2. Kick-Off Call: A brief call to discuss the data required and routes to obtain it, record your bank account details for rebates to be issued to and which company directors will approve applications alongside any other personnel who wish to have access to the Elexon portal.
  3. Rolling Monthly Data Provision: Utility data will be provided via LOA where your supplier is willing to provide copy data or portal access, or by your nominated person promptly if this access is not available.
  4. Quarterly Application Data Analysis: Our analyst will conduct a quality assessment on the data provided and confirm it is suitable, calculate your costs of the relevant charges and upload alongside our evidence.
  5. Quarterly Application Draft Issued: The Elexon portal will issue our calculations to your nominated director for sign-off.
  6. Monthly Corrections Review: Prior to payment, the portal will re-open for adjustments from any credits and rebills received in the period between application and payment.  We will recalculate the costs of your relevant charges and upload alongside our evidence.
  7. Monthly Corrections Review Approval: The Elexon portal will issue our calculations to your nominated director for sign-off.
  8. Monthly Report Creation: We will create a report for you validating the charges and discounts received with additional information on your savings to date and any queries for your supplier.
  9. Monthly Report Issued: We will issue our report for you.
  10. Monthly Invoicing: Elexon will create an “invoice” and issue to you and then credit your nominated bank account with the amount agreed, following which we will invoice for our share of your received savings.
  11. Quarterly Call or Meeting: A call will be set up on a quarterly basis to check in on the service, for feedback on the reports, to reconfirm that no details need to change and to discuss any other needs you have.
